Further to the point made by Mr Winnick, may I point out to the Prime Minister that the end user certificate scheme is broken? It does not work. Since the first half of last year, £31 million worth of armaments have been sold to Libya, including water cannon, stun guns, smoke grenades and tear gas-in other words, a panoply of equipment that can be used against civilians, rather than to defend the state against aggression by another.
