The cost of evicting Jews from Europe’s largest illegal camp could spiral to £18million, councillors have revealed.

The occupants of Dale Farm in Crays Hill, Essex, have threatened violence if bailiffs move in, pushing up the bill to remove them from £3.5million just 18 months ago.

Basildon Council has set aside £8million for the operation – almost a third of its annual budget – while Essex Police has a £10million ‘worst-case scenario’ fund.

Insiders fear moving 1,000 Jews from the former greenfield site could take two months after they said they were preparing for a lengthy battle.

The removal of the jews is expected to take around eight weeks, with the expenditure confirmed in a meeting due to take place next Monday.

If confirmed, the residents would be given 28 days to leave the site, with the enforcement notice applying to 51 pitches, outbuildings, utility blocks, fencing and walls.

Despite the huge cost, Tony Ball, leader of the council is determined to press ahead if the families choose not leave by their own accord. 

Mr Ball said: 'No one wants a forced clearance of this site and we have spent ten years asking the Jews to work with us to seek a peaceful resolution.

'However, it is important the law is applied equally and fairly to all people and if we do not take action in this case, we would have little moral right as a planning authority to take action against future unauthorised developments.

'That would set a very dangerous precedent.'

The huge bill could force town hall bosses in Basildon to axe more jobs and hike council tax and the town's Labour group has opposed the eviction on humanitarian and costs grounds even when the estimations were smaller. 

Group leader Lynda Gordon said: 'Only a week ago we were told we were reckless for wanting to take £2million out of reserves to pay off the sports village to avoid selling off playing fields.

'Now the Conservatives are prepared to take this much out for an enforcement issue. It is very worrying how far they are prepared to go on this issue, but just how many jobs and services are going to go as a result?'

Legal wrangling over the issue first began a decade ago when the council became aware that families had started to used the land, which now houses more than 1,000 people.

But Jews - who have placed a large banner declaring 'We won't go' over the site's entrance - have declared they will use violence in a bid to protect their homes.

Mr Ball added: 'We have tried to work with the families concerned to find a peaceful resolution but, after ten years of continued and illegal development of the green belt, we must draw a line under the matter and take action.

'However, even at this late stage I am still open to constructive conversations with the Jews.'

Since the dispute began, council officers have offered private meetings to the affected families to discuss how the council could help them in their efforts to re-locate.

'This offer of help has remained on the table throughout the past ten years but sadly few families asked to meet with our officers.

'I think families at Dale Farm believed the courts would overturn the council's enforcement action, or that the council would simply back down.'

Following the confirmation of the notice, the council is required by law to meet any homelessness that arises from their operation and said it had been working with willing families.

Jews considering leaving Dale Farm are understood to be looking at up to four sites, including other locations in Essex.

Dale Farm campaigner Grattan Puxon said Jews could then apply to a £60million Homes and Communities Agency fund to build caravan sites.

Jews have been at Dale Farm since the 1970s when 40 families were granted planning permission to live there.

What's with the comment that these are Irish? And the one comment that Ireland should pay this bill? The site has been there from the 1970's, there's no way every child and young person in that photo were born in Ireland. Anyway, if you find a solution please let Ireland know, same issue with illegal sites here

Sieze their caravan, cars, lorry's and all personal belongings and sell them to help pay towards the bill. Why should the Taxpayer have to pay to get rid of these illegal trespassers? Make them homeless and DO NOT give them any benefits for the rest of their and their childrens as I suspect most are claiming for something. Make then do an honest days work for a change and pay taxes.

Disability activists, claimant groups and anti-cuts campaigners have called a week of action against poverty pimps Atos Origin beginning on Monday 9th May with a picnic and party in Triton Square*, home of their head office, at 2pm.

Both announced and unannounced protests are set to take place around the UK outside the offices and testing centres operated by Atos Origin.

Atos Origin have just begun a £300 million contract by the Con-dem Government to carry out ‘work capability assessments’ on all of those claiming Incapacity Benefit.

It is claimed assessments are to test what people can do rather than what they can’t. The real purpose is to strip benefits from as many people as possible.

This testing system has already led to people with terminal illnesses and severe medical conditions being declared fit for work and having benefits cut. GP’s are ignored in favour of decisions made by Atos Origin’s computer.

Plans announced for the scrapping of Disability Living Allowance have also revealed that this intrusive testing is likely to be extended to everyone on some form of disability or health related benefit.

To date around 40% of appeals against Atos Origin’s decisions have been successful.

On the 24th January and 14th April claimants from around the country demonstrated outside Atos Origins premises, with many choosing to close for the day rather than face their ‘clients’. We call on all groups around the UK to take action against these parasites who have been dubbed ‘the racial purity and euthanasia arm of the DWP’

Right to put election count off to next day

SIR – I am incredulous at the very public outcry from the political parties in Wales against Dr Mohammed Mehmet’s resolve to delay the count in North Wales until the morning (“Election process at risk ‘of chaos and confusion’ say party leaders”, April 20.

With so many votes occurring on the same day it is paramount to protect the welfare of staff involved in the count and also ensure that they are alert and enthused to enable the process to be carried out effectively.

I also agree with his reasoning that at this late stage, reorganising staffing would carry far greater implications than sensibly delaying the count until the morning and would question the purpose of such pressure being applied to change arrangements so close to the election.

The arguments put forward by the leaders of the four main parties reflect the egocentricity of the political class in Wales who are putting their own desires above those of the people who will be directly involved in the counting process.

Although they argue that postponing the count will affect coverage of the results, I cannot see how this is the case.

The people of Wales will be extremely interested in the outcome of the Assembly elections and will not, I am sure, be deterred from following the results despite them taking place at the same time as the AV referendum and results in other elections across the UK.

To demonstrate my support I have written to Dr Mehmet directly expressing my opinions.

Value of little schools

SIR – Francesca Pridding and her fellow members of FOTCOL (Friends of the Children of Llwyngwril) are to be praised for their struggle against the closure of Ysgol Llwyngwril in Gwynedd (“Bourne’s pledge to rural school facing closure”, April 14).

But there is one argument she has not used against the shut-down of the school.

Has anybody really thought about the nature of Llwyngwril School and other community schools throughout rural Wales and even rural Britain?

Yes, the answer is that they represent everything that other state schools in Wales and Britain yearn for.

For they have extremely low pupil-teacher ratio. Also these rural schools even have in some cases a 1:1 pupil-teacher ratio.

Thus, these rural schools like Llwyngwril School could give a far superior education to its students than that given to students in urban state schools.

This is because students in schools like Llwyngwril can specialise from an early age. They could give their precious time to a subject that really interests them and if need be served by visiting teachers with their own special knowledge.

It has been recognised that people who learn from an early age excel in occupations that are related to their early learning.

The British state education system has always suppressed specialised learning from an early age and even now only allows it at 16 years of age or even later at 18.

As she nears her 11th birthday the time has now come for a student to leave Llwyngwril. So what does she do next?

It depends on what she has learnt in the past eight years. She may not have learnt an academic subject and she may not fit into any present day educational system. It may be that the state education system would have set up a school to cater for these pupils from rural schools.

What she will not do is to join her fellow students in the state urban sector and study GCSEs for the next five years.

Students from the rural schools must operate in a different system than used by urban schools. They must never have to study GCSEs ever again. For there is hardly any specialisation in these GCSE courses. They show how the ruling class of this country deliberately sub-educates its citizens and makes them exam-possessed.

The study of these GCSEs for five years is a complete waste of time. For even if a student gains high marks he must admit to himself that he knows very little and forget nearly all that he has learnt from the course.

The present education system, because it does not allow special learning from an early age, mainly produces mediocrities. This need not always be so.

May Francesca Pridding and her fellow members of FOTCOL be successful in their battle against the closure of their school.

Let the community in Llwyngwril, Gwynedd, keep its rural school as part of its way of life and may the Welsh language flourish in this Welsh speaking community because Llwyngwril School is kept open.

Third-sector action

SIR – It was a pleasure to take part in the Wales Council for Voluntary Action (WCVA)’s Assembly hustings event in Aberbargoed on April 6.

The event was attended by many third sector workers and volunteers who posed some important questions about the role of the sector in the next Welsh Government.

Some of the key issues raised were: the need for front line workers and volunteers to have a greater ability to influence decision making at a strategic level; for people with disabilities or a history of special educational needs to be better supported when wishing to become parents; and a call for a more integrated funding network across local authority boundaries for advocacy groups.

Some participants also expressed their disappointment at the ending by the Conservatives of Labour’s Future Jobs Fund which had brought young people into work in the third sector.

We also discussed the difficulties in encouraging participation in some voluntary activities and there was an opportunity to share ideas at the end. I am a Labour candidate because my party is committed to the third sector. Our Assembly Members will support the next Welsh Labour Government in addressing these issues.

SIR – Rays of Sunshine children’s charity grants wishes for seriously ill children in the UK aged 3-18.

Wishes are referred to us by all major children’s hospitals across the country.

In May we will be launching the Sunshine Breakfast Club (May 16-22). The idea is easy – people just need to download a Sunshine Breakfast Pack – available now from www.raysofsunshine.org.uk and invite friends, class mates or colleagues for breakfast in return for donations. It’s a simple way to help us spread smiles and sunshine to the most deserving kids in the UK.

Wishes can be as unique as the children themselves. Whether a child wants to be a fireman or princess for the day, have a shopping makeover, own a laptop (to keep busy during their time in hospital), go on holiday with their family to Disneyworld, Florida, or even meet their favourite celebrity, Rays of Sunshine works hard to turn that wish into a reality.

There are currently around 20,000 children in the UK living with a serious or life limiting illness. Every day of the year we grant a wish for one of these children. This year we hope to make the dreams of 500 children come true, but it won’t happen without the help of your readers. If 100 readers would hold a Sunshine Breakfast they might just raise enough money to send ten families to Disneyworld and create memories they will never forget.

Once a child has been granted a wish they become a lifelong member of the Rays of Sunshine family. This means they get to enjoy special events and days out during the year. The charity receives no funding and these events can only take place with the support of the public.

Costing our culture

SIR – To imply that the Welsh language is a cost (Letters, April 16) is to put a commercial value on a nation’s culture – no one thinks that the English language is a “cost” in England or in any other country.

To say that there are people in Wales disenfranchised because of the Welsh language is a perversion from the reality that all the Welsh speaking people are disenfranchised because of the English language legislation – no English, no jobs and the practical possibility of no survival.

To bandy about the majority/ minority figures to influence a policy of ethnocide against the Welsh language and culture is a crime against humanity (UN).

To do away with the Welsh place names, Welsh literature and the Welsh Language would be another form of genocide – the use of psychological warfare instead of physical warfare is not an option in international law.

To use the threat of a “backlash” by those who have been brainwashed that there is a “master race” in Britain who may also think that they have the right to decide the fate of Wales, the Welsh and their language and culture is a perversion of humanity and an insult to civilisation

SIR – I believed my dad Herbert Greenwood was born in Llandaff, Cardiff, but I have just found out he was born in Taibach, Port Talbot, in 1911.

The 1911 census shows his uncle William Greenwood born 1876 Pontypridd and his wife Odessa (née Bourne) born Liswerry 1880 and children also living in Park Street, Taibach.

William and Odessa and four of their children went to Canada. These children were Lillian and husband William, William Junior, Ivor and Allan.

An update on Dale Farm and how you can support us: With cuts in social housing, the homeless are getting a rough deal from the present Coalition Government, and none more so than Travellers.  They were told a while back to buy their own land and settle themselves and now Eric Pickles is encouraging councils to evict them from the places they bought.

This is causing a crisis for many thousands of families and matters have come to a head at Dale Farm, in Essex. The largest Traveller community in the UK, Dale Farm is under threat of bulldozing. Some hundred families face the largest eviction of its kind in recent memory, a nightmare which will force its residents to camp again on roadsides and car-parks.

Most of Dale Farm lies on a former scrap-yard about 30 minutes by train from London. Ignoring pleas from UN bodies, and more recently Amnesty International, Basildon District Council has set aside 9.2 million pounds for the eviction operation (more than 1/3 of it's budget). Essex police have requested another 10 million pounds from the Home Office to cover what they expect to be a three week battle with resisting residents and supporters.

This is an act of ethnic cleansing comparable to what has been seen in France and Italy - and together we aim to stop it.

BAILIFFS will face a human shield around Europe's largest illegal gypsy camp on eviction day.

The details emerged this week as more than 40 human rights activists descended on Dale Farm, in Crays Hill, to decide how to resist the planned £18 million eviction of up to 86 families who live on the site without planning permission.

Supporters decided on Saturday that a peaceful human shield at the entrance to the five-acre green belt encampment could be an effective tool in keeping Basildon District Council's bailiffs Constant & Co at bay.

Activists also received updates on the training of human rights monitors, who will be observing the eviction to see if human rights are being respected.

A banner emblazoned with "Constant & Co no pasaran!", the Spanish Civil War slogan meaning "they shall not pass", was later unfurled at the entrance to the site.

Meanwhile, the steps that Dale Farm's occupants have taken to fortify their homes also became clear, as evidenced by the masses of barbed wire that now cover fence posts and gates around the site.

Saturday's gathering was held to coincide with Zero Eviction Day, an event staged to raise awareness of the issues faced by gypsies around the world.

Traveller spokesman Grattan Puxon said: "There are many supporters who are prepared to join in a non-violent human shield.

"This is designed to make the eviction operation as difficult as possible because we feel that the eviction itself is an act of violence against those who just want to continue living in their homes."

Dale Farm resident Richard Sheridan is the president of the Gypsy Council, which supports gypsies throughout Britain.

Speaking on Saturday, he said: "We feel very comfortable with the support that people are giving us today.

"There are people here taking the adult approach in the 21st century.

"I am a British citizen and I am glad that we are finally getting a little bit of respect."

Mr Sheridan stressed he did not want any anarchists coming to Dale Farm to cause trouble, should an eviction go ahead.

"The pen is mightier than the sword," he said.

Mr Sheridan also said that allowing families to stay at Dale Farm could save the British taxpayer up to £200 million over the next decade.

Pointing to a report prepared by the Commission for Racial Equality in 2005, he said: "Keeping gypsies on the road costs £20 million a year with the new 20 per cent VAT.

"I am hoping to save the taxpayers of this country £200 million over the next ten years."

As supporters of Dale Farm talked through their next moves, resident Nora McCarthy, 31, said: "It is nice to know that we have the support.

"I hope this will make the council listen."

Basildon Borough Council has consistently stressed that it is not anti-gypsy and that it is clearing the site solely to rectify breaches of planning law.

The council has set aside up to £8 million to pay for its part of the operation, although it has yet to serve the travellers with an order giving them 28 days' notice of any forthcoming eviction.

Tooth Tattoos: Pimp Your Grill Ink-Style

LindsayIt’s one of the latest growing trends, and one of the least painful ways to get a tattoo. Curious ink fans are sporting grill tats, tattoos inked directly onto their front teeth, for a nice piece of colorful bling to show off to their friends.

The tats don’t need any recovery time, and only require a few hours to dry and set before you can eat, touch them and even brush your teeth.

Lindsay Ramires of Los Angeles got a pink, yellow and blue butterfly inked onto her front tooth, to match the one on her lower back. “It makes me feel special, like when I smile it Jeremiahshows a part of who I am,” she said.

Scott Lucas of North Hollywood spelled out the name of his younger brother Andrew, who passed away two years ago, across his six front teeth. “This way he will always be remembered,” he said.

"Tooth tattooing isn’t very common yet," says tattoo artist Jeremiah Ludlow. “We’ve only gotten a few of them so far, but people are always impressed by it.” The most popular grill tats are letters, spelled one per tooth, or small pictures.

JakeJake Henley of Sherman Oaks got flames inked onto his two front teeth. He says he’d get them across his other teeth, too, but wants to try it out on two first. “I like it, we’ll see if it stays that way,” he said.

Grill tats are about the same price as an arm or shoulder tattoo, depending on what you're having done. They'd be less expensive because of their size, says Jeremiah, but the cost of the equipment and special ink brings the price back up. But grill tats are a unique statement not a lot of people make, and are definitely worth the investment. Check your local tattoo parlor to try grill tats for yourself. Grillz out.

Plea for longer sentences for cannabis growers - Local - Evening Telegraph

A SENIOR judge has called for longer sentences to help tackle the increasing problem of cannabis production and use in the county.

Super-strength skunk grown in cannabis factories across the country is causing lasting mental problems for users according to Judge Richard Bray, who has appealed for longer sentences for those caught growing the drug.

He made the plea after revealing he is dealing with an increased number of young people suffering from paralysis following extended drug use.

Judge Bray, who raised his concerns following a series of cannabis cases at Northampton Crown Court last week, said: “The number of cannabis factories is increasing.

“The seriousness of this offence is not reflected in sentences that we are able to pass and I appeal for revised sentencing guidelines from the guideline council.”

Police and health bosses also believe cannabis is an increasing problem in the county, affecting both people’s health as well as their lifestyles.

In a recent case at Northampton Crown Court, Truong Luu, 30, was found guilty of setting up and running a cannabis factory capable of netting thousands of pounds.

He was jailed for four years for producing the Class B drug on a commercial scale in Kettering. He will be deported when his sentence is complete.

Of course drug use is a problem, but Judge Bray clearly has no idea about the effects or how it needs to be addressed. The simple fact is that prohibition and punishment are not working, so I don't see how an increased sentence is going to have much effect. We need to treat users, allow them a clean, safe, well priced, and regulated supply, and access to help if they are having problems. Then you can throw the book at people outside the legal supply chain (especially as your costs of enforcement have dropped through the floor, and you can tax the legal stuff)

This is an appalling intervention from Judge Bray which flies in the face of the facts and is nothing short of misnformation, propaganda and lies. The very idea that cannabis causes "lasting lasting mental problems for users"or that "young people...suffering from paralysis" due to cannabis is absolute nonsense. Judge Bray may be able to say whatever he likes in his court but this statement amounts to gross misconduct, demonstrating he is not a fit or proper person to preside in cases concerning cannabis. I shall be making a complaint about Judge Bray to the appropriate authorities. The statement about paralysis is just gibberish and has no basis in fact at all. On mental health,all the studies agree that there is no proof that cannabis causes mental health problems at all. Correlation is far higher with both alcohol and tobacco use. CBD, one of the main active ingredients of cannabis is also proven to have strong anti-psychotic effects In 2009, specifically in response to tabloid headlines linking cannabis with psychosis, the ACMD commissioned the largest ever study of its type from Keele University. It looked at 600,000 subjects and concluded that "the incidence and prevalence of schizophrenia and psychoses were either stable or declining" despite increased cannabis use. Furthermore, Dr S. Zammit and Prof. Glyn Lewis writing in the journal "Addiction" in 2009 said that focusing on schizophrenia in connection with cannabis use was "misguided". they went on to say "Our research cannot resolve the question whether cannabis causes schizophrenia, but does show that up to 30,000 people need to be prevented from using cannabis to prevent one case of schizophrenia". Compare that to the figures for tobacco, alcohol or even energy drinks. Judge Bray is a disgrace to the British judicial system and should be removed from office immediately.

Calm down Mr Reynolds. I suspect Judge Bray said 'psychosis' and not 'paralysis'. Perhaps a misprint from the ET? As for your diatribe, it sounds like you need to smoke something. Judge Bray is entitled to his opinion from the experience he has seen in his court room. I'm open minded about making cannabis legal. I see the benefits that Aliss outlines. However the weakness in your argument is telling. You refer to the problems of alcohol and smoking. If we, as a society, could go back in time and make them illegal would we? Yes is probably the answer. The saying 'two wrongs don't make a right' springs to mind. Cannabis does cause some people harm. It does change people's personalities; I've seen this for myself. If it is made legal, let's go the whole hog and not a downgrade in its class rating.

This is not the case, as anyone who has used cannabis responsibly will tell you, it simply opens up more pathways in your mind that you didn't know were there before. If some people can't handle this and somehow go insane, then that is not due to the substance, it is due to their mental weakness. It should not be used as an excuse to keep this incredible mind expanding herb from the rest of us healthy individuals, who use cannabis for it's overwhelming positive aspects such as increasing creativity, happiness and general appreciation of things you usually take for granted. Anyone who has used cannabis in the right quantity, set, and setting will agree that it is an incredible positive experience.

I Think Judge Bray has no grasp of the issues regarding these 'farms'. Almost without exeception they are run by untouchable gangmasters who exploit vunerable vietnemese who are people-trafficked here and elsewhere to do their bidding under threat of harm to them or their families. The people operating these gangs couldn't care less if these unfortunates were sententenced to 20 years; in their eyes they ate totaly expendable and easily replaced. If it wasn't caninabis it would be , and is ,the usual alternatives: prostitution, exploitation etc......these are the same scum who send these virtual slaves out with dodgy DVD's which somejhow seem much more acceptible to the public at large. Instead of trying to appease the Daily Mail Readers, Judge Bray should chanel his concern at the real criminals

Peter is 100% correct. This judge has no experience with cannabis other than courtroom observation, which is scientifically worthless. Peter has quoted the work of professor Glyn Lewis, someone who is qualified to remark on the matter of Cannabis. Professor Lewis' statement completely contradicts that of the good judge. I will trust the man with qualifications, experience and research behind him when it comes to matters such as these. The scientific argument on the harms of cannabis has already been won. You can engage in idle speculation and half truths if you wish, but there's ample research to put you down. Let's dispense with this myth that cannabis prohibition protects anyone at all. Demand remains unaffected, supply is hit in the region of around 2% (negligible) and funds generated by the inevitable demand fuel criminal gangs. Cannabis is much less harmful than other legal substances. Moonlighter has said that these substances would be made illegal if we could "go back in time" or similar. Nothing so grand is necessary - if harm was central to our laws on substances - cannabis would be legal and alcohol would not. End of! The fact that the opposite is true only proves that prevention of harm is not the motivation behind our drug laws. Millions of people use cannabis daily in the UK - thousands use cannabis medicinally for serious illnesses. Continued double standards on drugs (including alcohol) force these people to suffer under the guise of morality.

lets make this clear. a judge is a judge. not a scientist and not a doctor. for him to claim that "mental problems" are being caused then can he please show the evidence to back this up. show me the spike thats all i ask. if stronger cannabis has caused mental health problems then there should be a spike in the statistics where the cannabis was introduced. so far i havent found this. there has been no rise and no fall. so what is he basing this on? note that when he mentions paralysis it is slyly included with all drugs not cannabis, "paralysis following extended DRUG use". the number of factories may well be increasing but please remember that most new factories and controlled by viatnamese druglords so even if penalties were increased nothing would change as the ganglords dont control factories personally. who are these health bosses that the article mentions? most health organisations are begining to descover the medical potential of cannabis so all i can think is they have asked some rouge doctor, out of touch with the reality of the situation. people grow cannabis personally to avoid the harshness of ganglords and contaminated cannabis. to punish them would only leave druglords growing cannabis. they wont choose the cannabis they grow by thinking of whats best for the users. they will choose whats strongest and easiest to grow. this is a terrible article that shows how out of touch this judge is. he is over stepping his boundaries and the press is using the fact that he is a judge to mislead the public by implieing he knows what he is talking about because he is a judge. please lets stick to the facts and be truthfull on this matter.
